TOURNAMENT PLAYING RULES

TOURNAMENT PLAYING RULES - THIS TOURNAMENT SHALL BE PLAYED IN ACCORDANCE WITH MYSA AND FIFA RULES AS MODIFIED BY THE FOLLOWING CHANGES AND ADDITIONS:

 
1. PROTESTS:
All games will be considered final; no protests will be accepted.
 
2. GAME MODIFICATIONS:

NOTE: Half time is 5 minutes. Injury time will NOT be added to the length of the game. If the score is tied at the end of regular time in the Semi or Championship games, kicks from the penalty spot will be taken per FIFA rules to determine the winner. There will be no overtime play in any games. Duration of games may be changed by the Tournament Director.
 
3. PRELIMINARY GAME POINTS:
3 points will be awarded for each win.
1 point will be awarded for each tie.
0 points will be awarded for each loss.
 
4. TIE BREAKERS:
If a tie exists in points between two teams, the following tie-breaker procedures will be used in sequence to determine which team advances to the next game:
A. The team which won head to head competition between the teams that are tied will advance.
B. The team with fewest goals against advances
C. The team with most goals scored to a maximum of 6 in each game advances
D. The team with most successful kicks from the penalty spot as per FIFA rules will advance
 
5. FORFEITURES:
A. Any team not ready to play five (5) minutes after the scheduled starting time (U8-11 = 5 players minimum, U12 & above = 7 players minimum) will forfeit the game. The official score will be 1-0 (score not counted as goals for or against to determine a tiebreaker). No points will be awarded to either team if neither team is ready to play five (5) minutes after the scheduled starting time.
B. Any team falling below (U8-11 = 5, U12 & above = 7) players during the game will immediately forfeit. The forfeit winner will receive 3 points.
 
6. ABANDONED GAMES:
The referee, at his/her discretion, may abandon a game under the following conditions:
A. A team leaves the field during play without the approval of the referee.
B. A team is sent from the field by the referee for frequent and/or violent misconduct.
C. Extreme "sideline area" misconduct (by player, coach, or spectators) that causes interruption of play.
D. Possession or consumption of drugs or alcoholic beverages is prohibited at any of the fields. Any team (including it’s coaches, parents, or spectators) violating this rule will be immediately expelled from the tournament!!
The official score of an abandonment forfeiture will be 1-0 (score not counted as goals for or against to determine a tiebreaker). A forfeiting team will receive zero (0) points regardless of the score at the time of forfeiture. Additional penalties may be imposed by the Tournament Director.
 
7. SUBSTITUTION RULES:
A. Unlimited substitution will be allowed with referee approval in the following situations: prior to throw-in by your team, prior to goal kick by either team, prior to the restart of the game after a goal scored by either team, at the start of the 2nd half of play, prior to a restart of the game after an injured player is removed from the field (either team may sub).
B. NO substitution is allowed for ejected (red carded) players.
 
 
8. EJECTION PROCEDURES:
An ejected player or coach will leave the playing area (out of sight, out of sound) and will automatically be suspended from their next scheduled game. A player ejected for violent conduct or serious foul play will not be allowed to participate in the next two (2) scheduled games. All ejections will be reported to MYSA.
 
9. PLAYERS’ EQUIPMENT
Players wearing orthopedic casts, air splints or metal splints shall be eligible to participate in any game with the referees approval. Players may not wear any equipment that in the opinion of the referee is dangerous to the player wearing the equipment or any other player.
 
10. SPORTSMANSHIP AND CONDUCT:
A. Good sportsmanship will prevail. Coaches are responsible for the conduct of their players, parents, and spectators.
B. Spectators from both teams will be on one sideline. Only players and coaches with current US Youth Soccer ID cards are permitted on the team sideline.
C. A Coach may not make derogatory remarks or gestures to the referees, other coaches, or players nor behave in an inciteful or disruptive manner.
 
11. HOME TEAM:
The team listed first on the schedule will be designated the home team. The home team will be responsible for change of jerseys when conflicts of colors occur as determined by the referee.
 
12. AWARDS:
There will be team trophies for 1st and 2nd place teams in each age bracket. There will be individual trophies for players of 1st and 2nd place teams.
 
13. ROSTER:
Under 8 teams shall have a maximum roster of 10, 2 of which may be guest players. Under 9 & 10 teams shall have a maximum roster of 11, 2 of which may be guest players. Under 11 & 12 teams shall have a maximum roster of 14, 3 of which may be guest players. Under 13 & up teams shall have a maximum roster of 18, 3 of which may be guest players. No roster changes will be allowed after the start of your first game.
 
14. REFUND POLICY:
Teams not accepted will receive a full refund. Any team withdrawing after schedules are posted will forfeit entire entry fee. The tournament committee shall have the authority to change the tournament format. If the whole tournament cancels due to weather we will refund $200 to all teams. If, after the tournament starts, games are cancelled, refunds will be given at the discretion of the tournament committee. The referee will make individual game decisions on field conditions and weather, but the tournament director has the final say.
 
15. OTHER SITUATIONS:
All situations not covered by these rules will be resolved by the Tournament Committee. The Tournament Committee may make alterations to these rules as necessary and such changes will be final and no appeal will be accepted. Sufficient notification of rule changes will be given to all those concerned. RPSC, MYSA, USYSA, Tournament Sponsors or any authorized representative, agent or employee of these shall not be responsible for any expense incurred by any team or person if the event is cancelled in whole or in part for any liability for personal injury or property loss in connection with traveling to or from, or participating in the tournament. Every team, player and spectator shall participate at their own risk. The Tournament Director’s interpretation of the rules and policies as applied to any situation shall be final.
